Construction Project Manager
Unijobs on behalf of our public sector client have a requirement for a Construction / Building Project Manager (must have experience in Healthcare or Pharma) to join their team working on a large healthcare development programme of work in Dublin 8. The duration of this post is 3 years with possible extensions thereafter. This role will be based fully onsite in St. James Hospital in Dublin 8.
Working 35 hours per week, the successful candidate will be employed as an agency employee and will be paid an hourly rate of €46.70 based on an annualised salary of €85,000 and will accrue 30 days’ annual leave per year and paid bank holidays.
Principal Duties and Responsibilities
Plan and supervise the execution of major & minor capital works throughout the area of responsibility this is in addition to managing specific Minor & Major projects within the program:
- To provide Project Management services, including contract administration of key capital development programmes as required and directed by the Director of Capital Projects.
- Assist in the preparation of comprehensive brief for the proposed major & minor capital projects in consultation with (end user) stakeholders & Capital & Estates personnel & advisors.
- Project Management of the assigned Design Team professionals, including Architects, Engineers, Civil Structural and Mechanical and Electrical consultancy practices as required for the delivery of each stage (CofE / Infrastructure Guidelines) of the development process, subject to gateway approvals.
- To arrange and schedule all meetings, timely agendas, minutes and/or action plan follow-up circulation requirements in respect of Design Team / Stakeholder teams and the Capital Projects office.
- Prepare budgets for the carrying out of the proposed Minor & Major Capital work programmes and ensuring that projects are within agreed budgets.
- Responsible for Minor Works lists, selection of contractors for bid purposes & recommendation of tenders for acceptance for all projects, as assigned by Capital Projects Office.
- Ensure compliance with EU procurement, SJH and HSE financial regulations.
- Supervise staff and contractors in the implementation of the agreed programme.
- Provide Technical Support role to service, end user personnel and other Capital & Estates personnel as required.
- Ensure discretion in dealing with all correspondences and communications
Prepare in consultation with appropriate officers and advisers, programmes for the maintenance of buildings, services, and equipment (under their control):
- Be responsible and reactive to all correspondence pertaining to the Directorates (SJH Capital Project Office and FM directorate)
- Support the preparation of reports, business cases and presentations
- To oversee work flow processes & recommend efficiencies where appropriate and necessary
- Understand performance indicators and assist in designing and delivering KPI data to analyse services and make informed decisions on improvements and service development
- Act as a member of relevant Committee or Working Groups as required
- Defining in accordance with overall guidelines, maintenance requirements of all buildings, services, equipment, major & minor capital works, fire precautions and risk management schemes and proposing priorities in the allocation of resources.
- Preparing budgets for the carrying out of the proposed programmes
- Supervising staff and contractors in the implementation of the agreed programme
- Comply with regulatory requirements including permission, licences, certificates and approvals.
- Work with the Capital Project Office for property management to ensure that all property transactions conform to statutory requirements
Ensure that adequate fire prevention and safety measures and standards are devised and applied in association with SJH Fire & Safety Officer(s):
- Evaluate environmental infrastructural risk issues & develop procedures to manage risks.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
Provide advice on the efficient use of energy and work with service personnel and other Capital & Estates personnel and advisors on the efficient use of energy in healthcare premises by:
- Provision of monitoring and reporting on the energy consumption in healthcare premises from the Design Team / Contractor team.
- Assessing the energy efficiency standards in premises in accordance with current standards and regulations.
- Assisting in the preparation and implementation of agreed investment proposals on energy saving projects.
Other Duties:
- Adequately identifies, assesses, manages and monitors risk within their area of responsibility.
- Achievement of targets and plans and completion of agreed programme within allocated budget.
- Act as spokesperson for the Organisation as required and directed by Capital Project Office.
- Demonstrate pro-active commitment to all communications with internal and external stakeholders.

Eligibility Criteria
- Professional Qualifications, Experience, etc.
- Hold a Level 8 (or higher) Quality & Qualifications Ireland (QQI) major academic award in Architecture*, Engineering* or Surveying* accredited by the relevant Professional Institute (Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland).
Or
Have Full Membership of the relevant professional association:
- Society of Chartered Surveyors in Ireland
- Royal Institution of Chartered Surveyors
- Engineers Ireland
- Royal Institute of Architects of Ireland
Or
Hold a qualification at least equivalent to one of the above listed in (i) or (ii)
And
- Have had at least seven years’ satisfactory & relevant experience in planning, design, project management or construction of buildings or in the installation or maintenance of the mechanical, electrical, and heating services of such buildings, within the public sector / Hospital / Healthcare or other environment relevant to the role.
And
- Possess the requisite knowledge and ability (including a high standard of suitability and of administrative capacity) for the proper discharge of the duties of the office.
Post Specific Requirements:
- Demonstrate depth and breadth of experience as is relevant to the role; in planning, design, project management or construction of buildings or in the installation or maintenance of the mechanical, electrical, and heating services of such buildings, within the public sector / Hospital / Healthcare or other environment relevant to the role.
- Demonstrate depth and breadth of technical training and experience as relevant to the role.
- Access to appropriate transport is necessary as the post will involve travel between sites.
Candidates must demonstrate:
- Possess excellent communications skills
- Demonstrate a good knowledge and experience of the construction and maintenance of buildings, equipment and services and building regulations and guidelines.
- Demonstrate Technical skills and ability appropriate to the post and the ability to motivate staff in safety measures.
- Demonstrate knowledge and awareness of EU Procurement legislation and Government construction procurement guidelines.
- Demonstrate knowledge and awareness of Health & Safety legislation and a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
- Demonstrate an awareness of the complex service requirements of Health Buildings.
- Demonstrate awareness of sustainable Healthcare Building Guidelines and management in the specification design construction and refurbishment of Healthcare Buildings.
- Demonstrate evidence of computer skills including use of Microsoft Word, Excel, email, Engineering specific programmes such as Project Manager, Autocad etc. and financial systems (for e.g. SAP).
- Demonstrate leadership and team management skills including the ability to work with multi-disciplinary team members and also the ability to motivate, train, develop and manage staff.
- Demonstrate effective communication skills including: the ability to present information in a clear and concise manner; the ability to facilitate and manage groups through the learning process; the ability to give constructive feedback to encourage learning.
- Demonstrate a commitment to providing a quality service including an awareness and appreciation of the service user.
Desirable:
- Be capable of working on their own initiative in addition to being flexible in outlook and a positive willing contributor in a team
- Be customer focused & have the ability to respond quickly to customers’/client’s requests
