The Role: 

Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Irish Water business, and across the Local Authority user base. The OT Cyber Security Analyst is responsible for performing the day to day IT security operations/delivery activities within OT including; security monitoring, incident response, penetration testing oversight and administration, threat and vulnerability management scans and remediation; and help in investigating security breaches, as well as participating in security change programmes in line with OT security best practices. 

Reporting into the Cyber Operations Manager, the OT Cyber Security Analyst will conduct relevant vulnerability/risk assessments and act as a point of contact for security assessments, security audits, and security testing across the OT environment. The role will assist in the analysis and input to remediation steps for cyber security events and incidents.

Main Duties and Responsibilities: 

• Performing day to day security oversight of OT environments including security monitoring activities, vulnerability scanning and assessments, penetration testing, threat intelligence, threat hunting and implementing security policies & procedures 
• Management and administration of security controls deployed across the OT environment 
• Responsible for logging and responding to security events, investigating and responding to any potential attacks 
• Identify and assess security risks by monitoring, tracking and escalating as appropriate 
• Assist in the investigation of IT security issues and breaches and reviewing findings with team and key stakeholders – recommending mitigating actions as appropriate. 
• May be required to identify, extract and document evidence stored on IT systems in order to identify and help prove responsibility for any security incident 
• Assist in the selection, adoption decisions and installations of automated tools that enforce or monitor the compliance with information security policies, procedures, standards, and similar information security requirements
• Providing input into the security technology baseline planning and maturity roadmaps 
• Assisting in the delivery of internal technology security projects in conjunction with the IT Build & Delivery area and Business Change Teams (as required) on time, on budget, and at the expected quality
• Assist overall security assessment, testing activities and deliverables across various releases and programs, working with the Security Delivery Architect as required 
• Communicating with project resources, (e.g. architects, developers, PMs) at a technical level to assist with the effective implementation of projects and mitigation of security risks 
• Help shape and evidence that security acceptance criteria are defined and agreed for projects 
• Support security compliance obligations across OT networks, such as NIS D compliance, through selection, operations and management of controls. 
• Supporting technical compliance, continuous improvements and best practices within the Irish Water security framework 
• Assist with the development of mitigation plans to bring any identified security risks within the accepted risk tolerance 
• Actively escalate security assessments and testing findings where needed 
• Acting as an internal security consultant to advise or influence business and technical partners 
• Work closely with external resources/third party suppliers, as required
• Participation in On Call Rota and flexibility for out of hours work as required   
• Other duties as required from time to time

General Duties and Responsibilities 

• Collaboration with key internal stakeholders across the UÉ business
• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
• Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
• Other duties as required

Knowledge, Skills and Experience:

• Relevant third level degree or equivalent with at least three years' relevant experience, ideally with a company in a related sector e.g. utilities, telecommunications, financial services 
• Relevant experience in an OT security role is desirable
• Minimum of three years' IT security experience 
• Degree or equivalent in Information Systems or IT discipline 
• Strong knowledge of security controls including firewalls, network intrusion detection and prevention products; vulnerability assessment tools; network monitoring and anomaly detection, malware controls and user access controls including password vaults and web proxies. 
• Understanding of security testing methodologies and approaches 
• Experience in encryption controls including PKI certificates and key management
• Experience with securing both Linux and Windows servers in a virtualised environment, and experience in Checkpoint, Palo Alto firewalls, F5 BigIP load balancers is desirable 
• Experience of security patch management, security incident management and security hardening 
• Knowledge of security standards such as ISO27001 and IEC 62443; and compliance frameworks such as Network Information Systems Directive (NIS D) highly desirable. 
• Experience with WLAN security protocols and tools, such as 802.1X, LEAP, PEAP, WPA, VPN technologies and strong familiarity with SSL/TLS, SFTP and encryption seen as advantageous 
• Excellent analytical skills and be able to identify and analyse problems and potential improvements, and propose and implement solutions 
• Ability to set own high standards of performance and delivering desired results 
• Ability to ensure the successful execution of solution delivery projects by aligning cost, service and product selection to business needs and expectations 
• Translate strategic priorities into operational reality, demonstrating strong decision-making skills 
• Strong commercial focus while keeping overall financial perspective
