Key Responsibilities Role Summary/Job Purpose Occupational Therapist Manager-In-Charge III is responsible for the operational management of the Occupational Therapy Service providing clinical governance, professional supervision and operational day-to-day running of the Occupational Therapy service in St. Vincent's University Hospital. Key Responsibilities Professional /Clinical The Occupational Therapist Manager-In-Charge III will: Manage and ensure safe, effective and efficient delivery of patient centred Occupational Therapy services within St. Vincent's University Hospital. Be responsible for the maintenance of standards of practice of self and Occupational Therapists / other staff appointed to the service. Ensure occupational therapy staff arrange and carry out duties in a timely manner, within settings appropriate to service users' needs, and in line with local policy / guidelines. Be responsible for the overall assigning and management of occupational therapy staff caseloads according to service demands. Highlight in a timely manner to the Head of Health and Social Care Professionals and evidence with activity and need areas within Occupational Therapy service delivery where demand exceeds capacity. Participate in the integrated discharge planning process and patient flow with relevant stakeholders in line with the hospital policies. Be responsible for the day-to-day running of the department by supervising staff, prioritising and allocating work and promoting positive staff morale and team working. Foster and maintain professional working relationships with colleagues, front line managers, and other healthcare personnel in the team. Ensure the quality of all OT Documentation are in accordance with local service and Occupational Therapy professional standards. Communicate verbally and/ or in writing results of programmes, recommendations or service needs to the occupational therapy team. Participate in Occupational Therapy working groups nationally, organisational groups, communicating and working in co-operation with other team members. Be responsible for adhering to existing standards and protocols and for the development and maintenance of standards/ strategies for quality improvement and outcome measurement Provide advice and assistance with any assigned duties in line with principles of evidence based practice and clinical governance. Ensure that professional standards are maintained in relation to confidentiality, ethics and legislation. Operate within the scope of Occupational Therapy practice within Ireland as per CORU Code of Practice and in accordance with local guidelines. Leadership and Professional Accountability Develop a shared sense of commitment and participation among staff in the planning and development of the service. Give direction on patient issues of a complex nature to the Occupational Therapy Department team members. Attend appropriate meetings of professional bodies, including the Association of Occupational Therapist in Ireland (AOTI) & National Occupational Therapist Managers in order to keep up-to-date with standards in professional practice. Maintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisations responsible for and/or participating in health care. Executive Responsibilities Lead and manage the Occupational Therapy Service and advise on the development planning and improvement of this service in consultation with the Head of the Health and Social Care Professionals. Provide an annual report on the Occupational Therapy Service to the Head of the Health and Social Care Professionals. Contribute to the development of Health and Social Care Professionals team and its function in terms of interaction with other directorate management teams. Contribute to the hospital's transformational change agenda including participation in quality improvement projects, lean management projects etc. Participate and co-operate with any internal or external evaluation of the service. Work closely with the Head of the Health and Social Care Professionals and other Health and Social Care Professionals in the broader development of services and for the purpose of consultation on issues of concern. Keep the Head of the Health and Social Care Professionals informed of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time. Advise the Head of Health and Social Care Professionals in relation to issues of patient care, particularly with regard to patients experiencing complex discharges. Service Management Lead and coordinate the Occupational Therapy Services at St. Vincent's University Hospitals as a Regional Centre of Excellence in line with best practice to provide a patient centred Occupational Therapy service. Manage staff and non-staff resources effectively to ensure patient safety and service provision matches the organisations requirements. Provide statistics and data in line with requirements of the organisation to statistics department, finance and the Head of Health & Social Care Professionals. Be responsible for the overall management, performance and analysis of Occupational Therapy activity within the Occupational Therapy service and provide reports as required. Be responsible for the Occupational Therapy service delivery in keeping with good professional practice and subject to agreed national policy directives and priorities, including the clinical programmes. Review existing policies and procedures, develop policies and procedures as required to support safety, best practice and Occupational therapy service provision. Ensure Occupational Therapy staff have a working knowledge and adherence to all occupational therapy and organisational policies and procedures. Manage risk within the Occupational Therapy service on all sites and provide reports and updates for St. Vincent's. Represent the Occupational Therapy services and their users in accordance with the management systems of St. Vincent's University Hospital and participate in processes including: oDirectorates Management System oService Planning Process oPerformance Management oPatient Safety Management oRisk Management oQuality Improvement Support audit, service evaluation, and clinical research. Facilitate the provision of Clinical Placements for Occupational Therapy Students. Maintain and develop professional standards in line with changing practices both within and outside the profession and contribute to developments as part of the Group. Administrative The Occupational Therapist Manager-In-Charge III will: Be responsible for the development, co-ordination and delivery of quality Occupational Therapy services in St. Vincent's University Hospital. Review and allocate resources within Occupational therapy designated service areas, in collaboration with relevant others. Promote good working practice and uniformity to standards of practice throughout the department Promote quality by reviewing and evaluating the Occupational Therapy service regularly, identifying changing needs and opportunities to improve services, in collaboration with staff and relevant others. Develop and implement service/ business plans, quality initiatives, audits etc. and report on outcomes in collaboration with the staff. Collect, evaluate & report data about the patient group and demonstrate the achievement of the objectives of the service. Oversee the upkeep of accurate records in line with best clinical governance, organisational requirements and the Freedom of Information Act, and render reports and other information/ statistics as required. Represent the department / team at meetings and conferences as appropriate. Liaise with the line manager ensuring the needs, interests and views of Occupational Therapy staff are represented and addressed. Promote good team working, and a culture that values diversity. Ensure effective management of Occupational Therapy stock and equipment in conjunction with Hospital management. Engage in IT developments as they apply to service user and service administration. Keep up to date with developments within the organisation and the Irish Health Service. Perform such other duties appropriate to the office as may be assigned by the Head of Health and Social Care Professionals. Link with relevant stakeholders regarding pertinent operational and strategic issues in collaboration with the Head of Health and Social Care Professionals. Human Resource Management Recruit, train and lead a skilled team of staff and create a healthy working environment. Ensure the optimum and effective use of staff through efficient rostering, skill-mix planning, workload measurement and staff deployment. Implement a staff development and individual performance management process and foster a high level of morale among staff by effective motivation and communication. Participate in the formulation of relevant human resource policies and procedures and deal with human resource problems, in association with the Human Resources Department and, if necessary, in accordance with the Hospital's disciplinary procedures. Promote and maintain a safe environment for staff. Develop and implement Risk Management and Health and Safety strategies in consultation with appropriate personnel. Budgetary Management Prepare annual financial estimates on pay and non-pay costs, incorporating staffing, education and training costs. Participate in the overall financial planning of the service including the negotiation of resources and the assessment of priorities in pay and non-pay expenditure. Ensure expenditure is controlled within budget and identify potential for efficiency saving through improved practices. Contribute to relevant business cases / financial planning exercises being undertaken by the Health and Social Care Professions Group. Education and Training The Occupational Therapist Manager-In-Charge III will: Participate in mandatory training programmes and support staff to attend and participate in training programmes. Participate in continuing professional development including in-service training, attending and presenting at conferences/ courses relevant to practice, contributing to research etc. as agreed with line manager. Engage in support/ supervision with Occupational Therapist Manager Peers and participate in performance review with the Head of Health and Social Care Professionals. Manage, participate in and play a key role in the practice education of student therapists. Take part in teaching/ training/ supervision of other Occupational Therapy and non-Occupational Therapy staff/ students and attend practice educator courses as appropriate. Ensure structures support newly qualified therapists and new staff to ensure they have adequate induction and clinical supervision. Complete annual staff development and performance review. Key Performance Indicators and Criteria The identification and development of Key Performance Indicators (KPIs) which are congruent with the Hospital's service plan targets. The development of Action Plans to address KPI targets. Driving and promoting a Performance Management culture. In conjunction with line manager assist in the development of a Performance Management system for your profession. The management and delivery of KPIs as a routine and core business objective. The extent to which there is user satisfaction with services. The effectiveness of financial management, in particular, ability to operate within budget. The extent to which good working relationships are fostered and maintained. The effectiveness of performance in relation to staff management and development. The extent to which service plan objectives have been achieved. The degree to which there has been contribution to the work of the Health and Social Care Professional Group.
