ABOUT US

Co-operative Housing Ireland (CHI) is the national organisation representing, promoting and developing co-operative housing in Ireland. Since our foundation in 1973 we have provided over 5,700 homes through homeownership, shared ownership and social rented co-operatives. As an Approved Housing Body (AHB), we work with various stakeholders in the housing sector, including Local Authorities, Government, aspiring homeowners, tenants and developers. We currently manage over 5,000 properties across Ireland.

ROLE OVERVIEW

To provide a consistent approach to community safety, blending prevention, diversion and enforcement in order to help communities deal with potential and actual anti-social behaviour (ASB). To deliver services of high quality, replicating high standards continually, achieving and exceeding performance targets.

This is a full-time permanent role based on a 35-hour week (Monday to Friday), although some evening and weekend working will be required on occasions. The Safer Neighbourhoods Specialist will report to the Safer Neighbourhoods Manager.

This role is mobile in nature and has an administrative base in CHIs Dublin Office, located at The Generali Building (The Liberty Building), Blanchardstown Retail Park, Dublin 15, D15 YT2H.

WHAT YOU WILL DO

Customer Service:

  • Act as a point of contact for CHI tenant/members reporting Anti-Social Behaviour (ASB), fostering a culture of confidence in our services. Investigate and respond to all ASB complaints promptly.
  • Ensure adherence to Safer Neighbourhood policies and procedures.
  • Manage a specialist caseload related to Safer Neighbourhood matters.
  • Conduct initial assessments of ASB cases to determine their seriousness and establish priorities for investigation.
  • Develop and implement tailored action plans for each case, maintaining regular communication with tenants and members of the community.
  • Issue formal warnings, notices, and take necessary interventions when required.

Neighbourhood Management:

  • Collaborate closely with internal teams, including the Neighbourhood Team, Asset and Repair Team, Income Team, and Community Engagement Team, to ensure effective case management and resolution of issues affecting communities.
  • Represent the Safer Neighbourhood Team at community meetings and information sessions, promoting awareness of our role and services.
  • Oversee the operational requirements for CCTV systems on housing schemes, ensuring effectiveness.

Partnership Working:

  • Build and maintain effective partnerships with external stakeholders, such as the Gardaí, LAA Support Workers, Community Groups, and local neighbourhood organizations, to address complex ASB cases and community issues.
  • Log and track case information on centralized system, ensuring comprehensive case notes are maintained for ASB incidents.
  • Work collaboratively with support services to provide assistance to victims of Domestic Abuse, ensuring they receive appropriate support.
  • Partner with CHI members/ tenants, and community groups to organize diversionary activities and initiatives tailored to specific schemes.

Data Management:

  • Efficiently manage ASB case information and data.
  • Accurately record and update case details on IT systems and case trackers to ensure seamless communication and tracking of ASB cases.
  • Prepare cases for the RTB, attend hearings and adjudications.

WHAT YOU WILL BRING

Essential Requirements:

  • Demonstrable experience in housing or a related field, with a solid understanding of housing management and ASB case handling.
  • Proven experience in case management.
  • Excellent written and verbal communication skills, with the ability to engage effectively with diverse stakeholders.
  • Strong problem-solving skills, with a proactive approach to addressing and resolving ASB issues.
  • Experience in delivering customer service, particularly in a face-to-face capacity.
  • Experience working with support agencies, local authorities, and community groups to address complex issues.
  • Empath and compassion for victims of ASB and domestic abuse.
  • Proficiency in Microsoft Office Suite and other relevant IT systems.
  • Valid legal authorization to work in Ireland.
  • Educated to Leaving Certificate standard (or equivalent); further relevant qualifications are advantageous.
  • A full, clean driving licence and access to your own vehicle.

Desirable Requirements:

  • Relevant housing qualifications or certifications.
  • A strong understanding of partnership working and collaboration across organizations.
  • Experience working front line in housing or homeless services.
  • Experience of community safety roles.
  • An understanding and experience of factors that contribute to ASB.
