Key Responsibilities Roles and Responsibilities Responsible for the day-to-day prioritising, co-ordination and supervision of the work of the HR Recruitment Services Division to ensure the most efficient use of team resources in order to meet HR service requirements. To assist in all aspects of the delivery of an efficient, effective and professional HR Recruitment service. Actively contribute to devising new approaches to improve the Hospitals ability to recruit and retain suitable and high quality staff on a sustained basis through reviewing current practices, initiatives and innovative solutions open to the Hospital, in branding itself as an Employer of Choice. Liaise and work collaboratively with HR Specialists and staff of the HR Directorate. Assist the Recruitment Manager and HR Senior Management in the provision of a high quality, pro-active recruitment service to line managers and Heads of Department within the organisation. Advise and provide support to Department Heads/Line Managers/staff on recruitment processes, legislation and HR best practice as required. Ensure that best practice audit processes and standards are in place in relation to the management and use of Recruitment system by staff within the Division, e.g. approved processes in relation to the authorisation and approval of system changes. Ensure that all information entered into the Recruitment system is accurate and entered in a real-time manner that allows for comprehensive system reporting that supports strong KPIs for the Directorate. Work closely with members of the team in relation to systems and processes to ensure the highest standard of data integrity within the Recruitment Process. Completing regular reporting audits of on-going processes maintaining high quality standards provided by the team and to identify and correct issues before they escalate. Ensure that the focus of HR Recruitment Services and its resources on a day-to-day basis is clearly aligned to an agreed key performance indicators which meets the needs of the service. Work closely with the Recruitment Manager, HR Business Partners and HR Management in relation to any employee recruitment matters. Advise in relation to how business processes can be amended on a continuous basis to ensure that maximum efficiency and standard of service is continuously achieved. HR Recruitment Services - Resourcing and Retention Lead a team of highly motivated HR practitioners with the aim of providing an efficient and effective recruitment service. Ensure our recruitment brand continuously services the needs of the Hospital in attracting the most appropriate candidates and promoting us as an employer of choice. Ensure the recruitment strategy is proactive and responsive to forecasting needs matching service development ensuring appropriate and competent staffing in place. Assist in the development and implementation of a staff Retention Strategy for the Hospital and lead on various initiatives which support this strategy. Assist in the Hospitals implementation of new HRMIS modules and lead on the operational management of these systems once they are in place. Develop the HR Directorate and Hospital's presence website, job boards and social media. Ensure that the planning, organising and operation of the recruitment and selection processes is in accordance with HR policy and legislative requirements. Be fully conversant with Department of Health & Children/HSE regulations and guidelines impacting the recruitment process. Advise Heads of Service on employment legislation and its implications for recruitment and retention practices within the Hospital. Contribute to the drafting and finalisation of job descriptions, person specifications and other documentation linked to conditions of employment. Operate "best practice" in relation to sourcing, shortlisting, interviewing and feedback procedures. Develop and refine a competency-based framework, which will support the interview process across all grades. Work in partnership with Heads of Service in proactively managing and co-ordinating the recruitment and selection process including the management of appropriate panel systems to meet future requirements and appointments. Review, audit and continuously improve the recruitment process and protocols, which will contribute to enhanced efficiency and effectiveness. Assist in the provision of training and support for Heads of Service to assist them in participating in the recruitment and selection process. Co-ordinate the employment control process to ensure that all recruitment is approved and in line with the Hospitals staffing plan. Maintain agency service level agreements. Liaise with recruitment agencies and establish good relationships so that the Hospital has preference with candidates. Assist the Recruitment Manager and HR Management in relation to organisational and Directorate based Employment Control and Workforce Planning. Prepare reports as necessary with the required management information needed to manage staffing effectively. Ensure new joiners to the hospital including international recruits successfully complete all relevant, mandatory elements of their HR pre-screen Ensure a positive and professional experience for all new joiners to the hospital People Management / General Coordinate the workload of the team, planning, organising and prioritising, ensuring quality is consistent and deadlines are met. Responsible for the motivation, supervision and performance management of HR staff assigned to HR Recruitment Services. Identifying personal development opportunities required for the team on an on-going basis. Foster an open, positive, proactive quality environment to underpin good staff and public relations. Work closely with other members of the HR Directorate in the overall development of the function. Represent the Division in relevant in-house and external fora as required. As part of the HR team contribute where required to strategic and operational HR projects and initiatives. Assist where appropriate in the management of ongoing change in line with the hospital's corporate strategy and HR strategy. Keep abreast of changes in employment legislation and current HR issues together with actively enhancing your professional development.
